Printed by Harrison & Sons, this booklet was introduced in conjunction with the 150th Anniversary of the penny black and the international Stamp exhibition on 20th March 1990.
New to this issue was the inclusion of special issue stamps in the form of a block of 4 which can not be obtained from any other source. Double headed anniversary stamps in different formats can be found on the other three panes.
